Implement function handling Qat environment

Kevin DA SILVA requested to merge kevin.dasilva/qat:feature/qat_environment into develop
  • Added qat_environment functions
    • Replaced get_temp_folder with similar to qat_environment.get_temp_folder
    • create_qat_config_file: Creates and returns the qat_config file
  • Implemented unit test
