add date updated to GET requests

Fetch reqeusts by updated date (updated_before & updated_after).

Background:

When looking for requests that are finished of a certain age on a daily basis (in this use case for artifacts archive/removal) using the created date will cause long running jobs to be missed.

This will allow to look for jobs that are "done" and a certain age. In this sense, a job is not yet "born" until it is "done". Then it ages.

There may be other use cases for exposing this field in the API.
