Remove SSH proxy functionality

Summary

  • Remove the /v0.1/sshproxy endpoint, router, and tests
  • Remove SSH_PROXY and SSH_PRIVATE_KEY_BASE_64 configuration from settings
  • The SSH proxy functionality is no longer needed
