test-schedule-tmt: Put tmt-environment.yaml file into workdir

Putting it into the dist-git checkout was a bad choice, as source tree checkouts don't get archived any more [1]. Conceptually this should live right next to tmt-reproducer.sh, so move it into the workdir.

This is specific to the testing-farm branch, the tmt-env.yaml bits don't exist on main at all. So this should become part of the "testing farm additions" until everything else gets ported over.
