Release Jan19
This is a PR to master for the official Jan19 release. Final tests (automatic and manual) should be done based on it before accepting the merge.
So, this is a call for help from @taurus-org/integrators and any other person willing to help to test this branch ASAP in their respective systems.

(please let me know in the comments of this PR if you plan to do some more manual tests)
Notes:
- During the last development cycle we have already run the manual test checklist in several occasions (when integrating the PRs that provided py3 and qt5 support). Indeed we have done a special release for Debian with version 4.5.0. Since 4.5.1 is almost identical to 4.5.0, we at ALBA won't devote time to re-do the manual tests for debian for 4.5.1
- A suggested check-list for the manual tests can be found in /doc/how_to_release.md
- the appveyor artifacts from this PR can be used for manual tests.
- The taurus-test docker images may be useful for testing on debian
- If you do a full check using the check-list, please open an independent issue in order not to spam this PR with long comments (see e.g. #785 (closed) )
- If you want to paste long logs, consider using a gist for that.
