Allow to set custom Formatter

Add API to set custom formatter. Add an action to set a formatter in some taurus widget This enhancement propose:

  • Add menu action to set a Formatter (taurusvalue, taurusform and taurusplot/trend)
  • Allow to configure the default Formatter via tauruscustomsetting
