Do not read attribute in ATTR_CONF_EVENT cb

Zbigniew Reszela requested to merge reszelaz/taurus:issue1275_no_read_in_conf_cb into develop

Remove the read in order to save time when creating attribute and to not occupy the Tango EventConsumer thread.

Fix #1275 (closed).
