Fix TaurusWheel does not respect attribute precision and limits

Carlos Falcon requested to merge github/fork/cmft/fix_tauruswheel into develop

The configuration event does not arrive and the attribute precision and limits are not initialized.

Force an initialization of them the first time that a change event arrives before a configuration event.
