Drop phantom TargetTriple parameter

LLVMOrcCreateStaticLibrarySearchGeneratorForPath takes three arguments: the TargetTriple parameter was removed from the implementation in LLVM 17 (llvm-project 38d16f509a3f) and from the header in LLVM 21 (llvm-project 70a3a1b8e590, #139259). Calling the function through the four-argument prototype does not match the symbol's ABI.
