Draft: fix(renovate)!: don't deduplicate entries

Previously, the usage of a UNIQUE ... ON CONFLICT REPLACE was used to deduplicate duplicated usages of the same package in a package file.

However, this hides the fact that there can be multiple usages of the same ??.
