As mentioned in #54, it'd be handy to be able to filter reports by the
owner.

Now we've added support for `RetrievePackageAdvisoriesLike`, we can
filter by `platform`, `organisation`, `repo` and `owner`, so we should
plumb this in for consumers of the CLI and web app.
