As Netlify tries to be clever and spots no changes in the `baseDir`,
we've not been getting any builds running due to there being no changes
in `public`.

We can instead nudge this back to a top-level netlify.toml, so we avoid
the short-circuiting builds, and allow rebuilding the documentation on
changes to any files in the repo.
