Format license to OSI version and add AUTHORS file

Changes

  • Add AUTHORS file (similar to the one in the Flutter repository)
  • Remove obsolete 'All Rights Reserved'
  • Add LICENSE file to root of repository (for GitLab to identify this repository as BSD-3-Clause)
  • Format commented license texts to match the above LICENSE file
