Add C++98 version for 9.3-backports

Thomas Braun requested to merge make-it-compatible-with-cxx-98-and-tango-9.3.x into 9.3-backports

This now makes starter C++98 code again. It also reverts the path adaptation for cppTango 9.4.0 and adapts the CI to not compile against main anymore.
