DeviceProxy and AttributeProxy: add dict overloads for get_property method.

During 10.1.0rc2 tests we found out, that LOFAR used DeviceProxy.get_propery method with empty dict argument.

Before it was working just due to in the get_propery method the case, when incoming type does not match any of expected - we just leaved it silent.

Here we introduce support of dict for DeviceProxy.get_propery and AttributeProxy.get_propery methods in the same way, as they are supported for delete_property method.

In case of handling empty list/tuple/dict - we return empty dict.
