Use python 3.14.0 in CI and pixi

  • Replace python 3.14.0rc2 with 3.14.0
  • opentelemetry-exporter now available for 3.14 on conda-forge
  • 3.14 is the new python version for pixi default env
  • vs2022_win-64 is now the default for cxx-compiler on windows
  • use 3.14 for linux:build-wheel-against-specific-branch and linux:test-source-against-develop-dependencies
  • replace deprecated project with workspace in pixi.toml
