CMake: disable nonnull for device_attribute.cpp

Our buld fails with cxx-compiler=1.11 due to https://gitlab.com/tango-controls/pytango/-/jobs/10757533311#L712

Somehow I cannot find the line, which cases this problem, so I have only one solution - disable this check for the whole file
