Docs: update for 10.0.0rc4 release

The asset names and file names were mismatched. Names included version like v10.0.0rc3, while actual files didn't have v prefix.

There was a failure if the debug packages job was run after the create-archive-with-submodules job, since the release was already created. Now we check if the release is already there, similar to the archive-with-submodules job.

Lastly, the aarch64 packages were missed.
