Provide binary wheels on PyPI using pytango-builder images

Proposition to close !437 (closed) in favour of this one - pipeline for building wheels using pytango-builder image with dependencies, created in a separate repo: https://gitlab.com/tango-controls/docker/pytango-builder

Other jobs in a pipeline were kept the same, except introducing parallel:matrix for simplicity.
