Update docs for 10.3.0 release

Looks like rc tests pass, so I started to prepare release

Here I updated news, release and added migration guide to docs; bunped version number to 10.3.

The only missing for now is move to cppTango 10.3.2 and corresponding update of dependencies versions.

But the rest is ready for review
