Debian packaging added. Also documented the project a little and refined the makefile.

NOTE the version bump to 0.10.0. I will tag it after I merge the pull request. Then rebuild the debian packages. This library will get pushed to 1.0.0 when I integrate the additional branch (with prepared statements on) in a few weeks.
