Extracting more attribute properties.

We are using this fandango utility to replicate a TANGO device simulator using the tango-simlib library. tango-simlib needs more attribute information to create SPECTRUM attributes and also for the attributes of DevEnum data type we need to get the enum_labels list in order to configure the attributes with the valid values.
