Add docker files for the Ubuntu distribution

This PR is just one of my innovation projects to contribute to the TANGO community. We (SARAO CAM team) have created our own docker files that are build on the Ubuntu 14.04 LTS OS and wanted to share them with the rest of the community. I have restructured (just to group the docker files according to the OS used) the repository and at the moment don't know how it is going to affect the Travis build.
