Raise otel version to v1.16.0

Opentelemetry v1.16.0 is the first version which works with grafana loki 1. So let's use that as default version.

We keep the old version for the minimum version image to check that it still works.

The new cmake flag is only temporarily needed to avoid a deprecation warning, see the breaking changes section at 2.
