CMakeLists.txt: Don't set a SUFFIX_VERSION when using an archive

Thomas Braun requested to merge remove-dev-suffix-with-archive-package into release/9.5.0

This is confusing for people who are building packages from archives. It was also not the intention for this case.

Broken since bdd1c072 (CMakeLists.txt: Distinguish released versions from development versions, 2022-11-10).
