Hardware gate: KiCad checks, Duo triage and Pages for every Tangible board

Adds the hardware gate (KiCad DRC/ERC, parts licence policy, fab package, CycloneDX HBOM), the full pipeline from verify to monitor, and the Duo triage flow, reviewer agent and MCP server. See hardware/README.md.
