Ticket #1387: gitlab CI: remove standard runner tags linux/docker

The gitlab small shared runners do not need anymore the docker/linux tags and will not support them in next gitlab release. Those runners are used by default if not tag is specified. Changed configuration of our runners too to have the same behavior.
