Make spec.controlPlane and spec.machineDeployments optional on SylvaWorkloadCluster

This MR makes SylvaWorkloadClusterSpec.ControlPlane and MachineDeployments from +required to +optional, matching the fact that the Controlplane config was already fully optional and there is no need of specifying machineDeployment for controlplane only clusters.
