Stop expecting that status.LastHandledReconcileAt matches meta.ReconcileRequestAnnotation

As explained in comments, this is not used anymore since we're now fully relying on generation change (see sylva-projects/sylva-core!8329 (merged))

Test scenarios have to be revisited for that purpose.
