Update manifests

Update manifests to match latests versions.

Since the check-manifest job has caused a failure to build a tag: https://gitlab.com/sylva-projects/sylva-elements/sylvactl/-/tags/v0.9.0, we update the conditions to reserve that check to MR subbmitted by developers for now, until we get a better solution (could be the one proposed in !404 (merged))

(Version mismatch is not a big deal BTW, since we're not yet using sylvactl in bootstrap...)
