Use a different annotation to track sylva-units HelmRelease additional reconciliaton requests

@tmmorin noticed that during an additional reconciliation, apply.sh remained stuck waiting for sylva-units helmRelease (here), as sylvactl does not consider resources with this annotation as Ready (see sylvactl!557 (merged)).

This MR changes the annotation used to track the additional reconciliation in order to avoid this side effect.
