Install and deploy the operator in CI

Add a CI job to deploy and install the operator in a kind cluster.

As for now it only usable by the workload-cluster & sylva-units operator with some minor diff I've not created a template. This could be done later if we start to have more operator on the same model. Today the heat-operator doesn't use the same Makefile model so the code can't be mutualized easily with it.
