Add permission to read crd to cluster_maxunavailable controller

Since we bumped the capi version in !122 (merged), we're using new code paths in capi that need pemissions to read CRDs.

We're now using GetObjectFromContractVersionedRef that relies in turn to GetGVKFromGK. This function needs the permission to read CRDs in the cluster as we've seen in related issue.

Tested in sylva-projects/sylva-core!9340 (merged)
