Install specific cloud-init version on opensuse

Internally in Orange, following the recent images built, we have upgraded the cloud-init package (version: cloud-init-25.1.3-150400.15.7.6). It appears that this upgrade is responsible for the fact that machines created with this new image don't have a default route (which cause issue during the deployment).

On Sylva with the recent images built, we observed similar issue with deployment (although we haven't been able to definitively confirm that it's related to the default route problem) : sylva-projects/sylva-core!7877 (merged)

But after tests it appears that downgrading the cloud-init package to the previous version resolves the problem.
