Add Ubuntu Noble Canonical K8S image for k8s-snap version 1.31.5

Add support to create a Canonical Ubuntu Noble simples image possible, as the CK8S cluster api provider will take care of installing the k8s snap.

EDIT: This image is based on Ubuntu Noble and downloads two snaps: k8s and core20. The snaps will be installed by the Canonical K8S cluster api provider cloud-init userdata.
