Set unit_fixture and mgmt_unit_fixture scope to session

Properly set the scope of (mgmt_)unit_fixture fixtures so that they are session-scoped.

According to pytest's documentation:

fixtures are evaluated from session through module to function scoped. On the same scope autouse fixtures are evaluated before non-autouse ones.
