Increase the delay before starting waiting jobs

Proposal to increase the delay of 120 seconds for the 2 waiting jobs.

Each month we are running out of CI credit earlier. When looking at the stat, runner-aas & sylva-core are the 3th and first CI user.

I've take a look at ~150 waiting jobs and we are waiting at least

139s for the wait in sylva-core side 168s for the wait in runner-aas side

the average is around 5/6minutes each. This MR is a first conservative attempt, we could increase more the delay if needed
