Fix sylva-core side issue occurring when EQUINIX_RUNNER_ADDITIONAL_TAGS is empty

It should be fixed when last CI template is used sylva-projects/sylva-core!3646 (closed)

This is intented to be a temporary quick fix to unblock current MR. That why expand is just commented and not deleted
