Delay the loop waiting for equinix server to be provisioned

Similar to !47 (merged) this MR change the template used to create runner on equinix infra. Instead of looping in the create-runner job we introduce a new wait-for-runner job that is delayed for 4 minutes. The aim is to save some CI time
