Allow project kiwi-imagebuider to request Equinix runners

This MR allows kiwi-imagebuilder project to request and use Equinix runners as a service.

More generally this MR adds required code easy provides Equinix runner for any syva project which would need it. Previously there was some shortcut and hardcoded parts which restricted usage to sylva-core
