Minor improvement in ci-templates

more_interuptible into main

Minor improvement in ci-templates to save some CI time & keep good habit of not downloading ton of artifacts when it's not required

  1. helm-tooling jobs are now interruptible and will not download any artifacts as they don't need them

  2. prepare-release job doesn't need any artifacts

  3. operator jobs are now interuptible
