Update renovate rules to label CI related changes

Generic rules defined here: https://gitlab.com/sylva-projects/sylva-elements/renovate-config/-/blob/main/default.json?ref_type=heads#L19-L26 doesn't perfectly match this repo as we have the templates under templates folder. This rules will add to correctly label MR related to CI changes in this repo
