Move docker linting into build stage

move_docker_lint_to_build into main

Minor change in the docker template. Removing the lint stage and move the linting job to the build stage.

Mostly it would help to integrate when we use multiple templates likes our + TBC, it will avoid to need redefining all the stages just for this one
