Running pre-commit on all files when .pre-commit-config.yaml is modified

Running pre-commit on all files when .pre-commit-config.yaml file is modified, this will allow to auto merge renovate MR that change the requirement of pre commits hooks and ensure that all hook can be effectively run in CI
