Revert "Remove ha no-op option"

This reverts merge request !500 (merged)

The motivation:

  • it merged too early, changes need to land first in sylva-core (sylva-projects/sylva-core!9026)
  • it's not an urgent cleanup and CI stability is of utmost important when getting close to release time

We should reintegrate it only after ha has been fully removed from all sylva-core branches.
