Apply rke2.additionalUserData.config only in case of capm3

The node-admin user/passwd config added per-OS is only applied for capm3 baremetal Victoria platform. It's dropped for capd, which can't handle users directive (Pipeline #2772966237 · Sylva-projects / sylva-core · GitLab) , and for capo, where it caused an Ignition boot failure (Pipeline #2772951625 · Sylva-projects / sylva-core · GitLab)
