Fix leapmicro user account settings

After the merge of Move node-admin user settings to individual node-os values (!489 (merged)) · Merge requests · Sylva-projects / sylva-elements / ci-tooling / CI deployment values · GitLab , pipeline testing the bump of ci-deployment-values with deployment using leapmicro were failing at cluster unit for deploy-management-cluster.

This MR removes the redundant top-level passwd.groups declaration from additionalUserData . These declarations were causing ignition-files.service to fail during boot, due to which control-plane nodes were dropping into emergency mode.
