Increase replica count for the capo component in the maxsurge-0 CI scenario to improve rolling-update stability.

This change increases the number of replicas for the capo component in the CI scenario that uses maxSurge: 0.

Why this change:

  • With maxSurge: 0, nodes are replaced one-by-one, so if there are very few nodes an update can be slow and cause tests to fail temporarily.
  • Increasing the replica count gives extra nodes during updates, making rollouts less likely to break tests and reducing CI failures.
