Remove current release OpenBao CI option s-u value .security.secret_manager.variant override, as no longer supported since sylva-projects/sylva-core!7526 (merged).

There shouldn't be any OpenBao specific CI variant either, it's now always deployed AFAICS, but I think we need the file for upgrades, based on the comment seen in 1.4/openbao.yml.
