Enable testing Vault team and team user settings

What it does

  • Add a devs group and a user jeanne belonging to the group
  • Link the group to swct-team-a defined in the sample-team-repo

The purpose is to test in the CI the presence of all the related objects (policies, secretengine, etc.). It is a step to test E2E gitops workflow
